Municipal Code:  152.07  STANDARDS FOR EXTERIOR MAINTENANCE OF BUILDINGS AND LOTS.    
The owner of every structure situated within the city shall maintain the structure and the premises on which it is situated, hereinafter the "premises," in a safe and sanitary condition in accordance with the following standards:   

(A)     The premise shall be kept free of high grass and weeds, rubbish, garbage and any material that creates a health, safety or fire hazard. Grass and weeds shall be kept below 9 inches. All dead or broken trees, tree limbs or shrubbery shall be cut and removed from the premises. All trees, shrubbery and hedges shall be kept trimmed so as not to obstruct the view of motorists and pedestrians along abutting streets and sidewalks. Abutting sidewalks shall be kept free of grass and weeds, rubbish, and any other material that creates a health or safety hazard.
